I was walking around the Tom Parker fountain area and headed towards the War memorial center when I saw this. It is located just outside of the War Memorial Center. You can kind of see it by the fountain and it would probably stand out more when there are flowers around it. There is a small platform in front of it so you can get a better view of the clock face. I wasn't sure if it was running properly but it was an interesting thing to find while walking around.
